You want to configure a single signon from the NT GINA, instead of logging into the notebook locally first and then connecting to the Wi-Fi network. It's been my experience that IBM Access Connections will startup before the logon is complete. Have you tried setting it to the connection for "best way" (can't remember the exact term right now, and not near a Windows machine - other than rebooting my own box, which I will do in a moment)? IOW, instead of telling it to use wired or to use wireless, tell it to automatically select the best connection method. This may be the issue. I'll follow-up after I reboot to W2K (I don't run XP on my T30).
