But, if you're installing to a laptop and if your card is like any other pcmcia card, then yes indeed you need this entry as well as several others. They are all part of IBM's PCCard Director. If your card is pcmcia you need to acquire this package and install it correctly. Afterwards, you will have some new driver files and some new entries in config.sys, as well as a simple GUI interface to control the pcmcia device(s) you have inserted.
