It is ONLY required to enable power management functions of supported cards. Newer builds of the PCMCIA/CardBUS stack have made numerous improvements to the functionality and stability of the power management driver, particularly with regard to (wired) network cards. The newest builds (which support CardBUS) do indeed require either a PA subscription or eCS registration. There may have been an early CardBUS-enabled build which was released prior to IBM requiring Software Choice; I can't exactly recall. That said, the power management IS NOT required in order to utilize Card & Socket Services (PCMCIA & CardBUS).
